Born during the Ninth Age of Reclamation, 'Saal was conscripted into the Covenant Military upon coming of age, as was customary. He served for a short time under the rank of Minor Domo before being promoted to Major for his observed proficiency as a tactician in battle.

During his service as a Major Domo, he led a small squad of Minor Sangheili and Kig-Yar on covert missions during the Covenant campaign at Installation 05. During this time he gained a modest reputation as a leader within the circles of both the Sangheili and Kig-Yar (particularly the latter); as a result, he was able to act as a speaker and recruit many among the lower classes of the Covenant to the Separatist cause after the Great Schism.

During his service to the Covenant, 'Saal was one of the growing number of Sangheili who questioned the genocide imposed on the Humans by the San 'Shyuum; as such, he quickly sought a position aboard the carrier Shadow of Intent on its campaign to the Human homeworld. It was during this time that he was given command of a Special Operations unit in combat during the Battle of the Ark. His squad was one of few which saw ground combat; he and his squad aided Thel 'Vadam in the taking of the Second Tower, and later in evacuating remaining forces from the Flood after the emergence of High Charity from Slipspace.

After the end of the Human-Covenant War, 'Saal and his squad aided in dissolving remaining Covenant forces; 'Saal was noted by his peers as one who often took the diplomatic course of action, regarding his insistence on re-establishing bonds with his former Kig-Yar "brothers". 'Saal returned to Earth for the dedication of the John-117 Monument, and afterward was one of few Sangheili to remain in contact with Humanity, acting as an Ambassador and aiding in rebuilding the outer human colonies.
